Most companies here hire based on skills rather than nationality, several recruitment firms told The Straits Times.

They said that although the new licensing conditions announced by the Ministry of Manpower (MOM) last week to ensure fair hiring may lengthen slightly the time taken to match candidates to employers due to additional paperwork, they will not have to significantly change the way they operate.
