Time to treat China's ailing healthcare system

Underlying imbalance in primary care system and failure of surveillance programme contributed to the coronavirus epidemic

It was early January, and it was already known to the Wuhan city authorities that there was human-to-human transmission of the Covid-19 disease as some healthcare workers were infected.

But this information was suppressed at the time, as was the severity of the coronavirus outbreak.
